Alphonso Maldon Jr.

Alphonso Maldon, Jr., is the Founder and President/CEO of Partnership Strategies Consulting. He has extensive experience in leading and managing teams in private industry and the federal government, formulating public policies, providing high-level advice and positioning organizations for success.

Mr. Maldon provides Signature Renovations with critical insights into the intricacies of government operations, particularly as they apply to the commercial construction sector.

Mr. Maldon is a founding partner of the Major League’s Washington Nationals Baseball Club; served as PNC Financial’s Senior Vice President and Senior Relationship Management Officer for Government Banking Services; was Executive Vice President with Fleet Boston Financial and Bank of America; served as the Deputy Assistant to the President for Legislative Affairs in 1993, providing strategic and tactical advice on politics and legislative matters as they related to defense, foreign policy, veterans affairs, intelligence, trade and banking. Following this position Mr. Maldon served as the Assistant Secretary of Defense.

Mr. Maldon was a commissioned officer in the U.S. Army in 1972, with positions including Executive Officer, Armed Forces Staff College, and Admissions and Public Liaison Officer at the United States Military Academy, West Point, NY. He completed his military career as Deputy Director for Army Legislative Affairs in 1993 in the U.S. House of Representatives.

Mr. Maldon is an alumnus of the University of Oklahoma and Florida Agricultural & Mechanical University (FAMU). Awards and honors include the Distinguished Civilian Public Service Medal and the United States Congressional Award for Leadership and Patriotism, as well as military decorations such as the Legion of Merit and the Defense Meritorious Service Medal (with two Oak Leaf Clusters).

Maldon entered active duty service as a commissioned officer in the U.S. Army in 1972,with tours of duty in Europe, Southeast Asia, Hawaii and other posts. He held positions including Executive Officer, Armed Forces Staff College, and Admissions and Public Liaison Officer at the United States Military Academy, West Point, NY.

In addition, he served as a Field Artillery and Adjutant General Corps officer. He completed his military career as Deputy Director for Army Legislative Affairs in 1993 in the U.S. House of Representatives.

Education and Honors
Alphonso Maldon is an alumnus of the University of Oklahoma and Florida Agricultural & Mechanical University (FAMU). He is a graduate of various military schools and colleges including the Command and General Staff College, and The Armed Forces Staff College.

Boards and Memberships
Alphonso Maldon is affiliated with several business and civic organizations. He is on the Boards of Directors for Industrial Bank, the D.C. Chamber of Commerce and CM2, a company that provides intelligence services and risk management to clients seeking competitive advantages in all facets of their business. He is also a member of the Greater Washington Board of Trade and the Washington Nationals Baseball Team Steering and Policy Committee.

Nancy Heimbaugh

Nancy Heimbaugh is currently the owner and principal of LMP Alliance, LLC, a certified woman owned small business providing in-depth advice and assistance to industry and the federal government on a range of federal and Department of Defense (DoD) acquisition policy, procurement and contracting matters. Nancy Heimbaugh is a senior acquisition professional and has extensive qualifications, experience, and capabilities specializing in the area of federal procurement and Defense contract management.

Ms. Heimbaugh provides Signature Renovations with seasoned advice and guidance based on her extensive knowledge, insight, and experience of Government acquisition, procurement and contracting.

Ms. Heimbaugh retired from the federal government’s senior executive service and served as a Defense senior acquisition executive with over 35 years of experience in acquisition, procurement, and contracting. Many of these years were dedicated to leading and assessing the largest defense agency’s (Defense Logistics Agency) acquisition and contracting operations ($20-$46B per year in contract spend).

From 2009 through 2014, Ms. Heimbaugh served as the Defense Logistics Agency’s Component Acquisition Executive (CAE) and Senior Procurement Executive (SPE). In this role, she was responsible for all aspects of acquisition to include program management of major automated information systems acquisitions; procurement operations; and contract management. She was also a key member of the Agency’s executive team, providing advice, counsel, and guidance to the Director of the Agency. As the CAE and SPE, she was also responsible to the Office of the Undersecretary of Defense for Acquisition, Technology, and Logistics; the Director of Defense Pricing; and the Director of Defense Acquisition and Policy.

Before becoming the Director, Acquisition, Ms. Heimbaugh was the Executive Director for Acquisition at the Defense Supply Center, Philadelphia, PA. She was responsible for all acquisition matters and contracting operations for military clothing, medical supplies, food, and construction equipment in support of the warfighter involving over $14B in annual sales.

Ms. Heimbaugh has held a variety of positions during her career. She has served as the Defense Logistics Agency Competition Advocate; has led many councils and subcommittees on federal and defense acquisition regulations and legislative implementations. She has over 20 years working for the Department of the Navy in a variety of acquisition policy, contracting oversight and operations roles.

Ms. Heimbaugh has a bachelor of science in business administration, magna cum laude, from Strayer University and a Master’s degree in National Resource Strategy from the National Defense University. She is certified level 3 in contracting under the Defense Acquisition Workforce Improvement Act (DAWIA).

Ms. Heimbaugh has received numerous honors, including the Department of Defense Exceptional Service Award for her efforts in response to Hurricane Sandy relief efforts. In 2014, she received the Distinguished Career Service Award for 38 dedicated years of civil service as well as the U.S. AbilityOne Commission’s E.R. “Dick” Alley Career Achievement Award for her efforts to utilize the Federal acquisition system to create employment for those who are blind or have significant disabilities. Ms. Heimbaugh currently holds a TS/SCI security clearance.

Ms. Heimbaugh serves on the Board of Directors for ReadyOne Industries, a nonprofit manufacturing firm providing employment opportunities to individuals with significant disabilities. She is also a member of the National Contract Management Association Board of Advisors, and the Board of Directors for the Procurement Roundtable, a nonprofit organization that advises the government in making improvements in federal acquisition. She is a member of the Armed Forces Communications and Electronics Association, the U.S. Women’s Chamber of Commerce, and the National Contract Management Association.
